I keep thinking that things are lost between the discoverer, the learner then teacher and the relearner. The obvious way to fix this is to have everyone learn everything themselves... But this would take too much time. Currently the solutions are presented in facts to learn. The learner can not understand why the rules are the way they are then to improve them. But they don't need to, in general, efficiant systems are discovered, and people are hired to follow the policies deemed best at the time of implementation. Action produces results. Improvement without action leaves you with a well set up company with few results. A company that takes action, even if it is not efficiantly run, will obviously do better than a company that is well set up and constatly has everyone improving it but few resources to taking action. So take action until a significant improvement is proposed that will
accomplish the objectives by... The 30% or so because it is not efficiant to relearn and reorganize
